Is there an option to apply for Refund 3000 euro deposit.? and How long would the online classes be?

Additional information

Right now , due to uncertainty its harder to get a Loan and then there is a risk of losing the deposit on Housing as well if we are not able to make it on time Furthermore , It would be unfair to take an entire semester online from our own countries. Can we get a clear answer in case of these permutations and combinations.
